Brief description of the organization

Bureau of Human Rights was established in 1999 and registered in the Ministry of Justice on 3 April 2000. The Bureau has branches in Khujand city of Soghd Oblast and Khorog, GBAO .

The members of the organization are lawyers, teachers of of law faculties of high education, students of law faculties. Bureau has a program working with volunteers mainly with students of law faculties. Bureau provides assistance to NGOs, population, students of high education, journalists, law enforcement personnel, lawyers, judges, personnel of psychiatric facilities. Bureau is a member of NGOs network on preparation of alternative reports to the UN Committee on Human Rights.

The mission of the Bureau - implementation of advocacy, counseling and evaluation of legislation of the Republic of Tajikistan in the field of human rights in terms of its compliance with international standards on human rights, support to democratic reforms in law and policy

Main implemented projects Annual two weeks summer schools on international public rights and human rights for students of high education; Project Journalists Human Rights Network to formation of credibility and impartiality of judiciary, also development of independent mass media, establishment of effective mechanism of public control over government activities; Project “Capacity Building of NGOs of the regions of Tajikistan on monitoring of human rights”; preparation of alternative report to the UN Committee on Human Rights, preparation of alternative report to Committee Against Torture. Dissemination of information related to the Recommendations of the UN Committee on Human Rights.

Analysis of national legislation for compliance with international standards on human rights, lobbying the legislation;

Education and Awareness - Annual two weeks summer schools on international public rights and human rights for students of high education of the Republic of Tajikistan (legal and international relations departments);

Legal receptions on human rights – Public legal reception– free legal consultations, representation in courts, preparation of legal documents to social vulnerable population, preparation of individual reports to the UN Committee on Human Rights according to the procedures of Optional Protocol to the International Covenant on Civil and Political Rights. Since 2000, under the framework of Legal Receptions, the lawyers of the organization provide assistance to the population in preparation of individual reports to the UN Committee on Human Rights, preparation of alternative reports to the UN Committee on Human Rights.

Journalist advocacy network - Bureau in cooperation with the Helsinki Foundation for Human Rights (Warsaw) provides an educational program for young journalists.

Brief description of the organization

Public committee for promoting of democratic processes in Tajikistan was established at the end and continued Inter-Tajik Dialogue – peace initiative undertaken under the framework of Dartmouth Conference in 1993. After signing of peace agreement group of permanent members of Inter-Tajik Dialogue decided to establish NGO in Tajikistan.

Mission of the organization

The organization goal is further development of peace process in the country in post conflict period. Public committee was officially registered in March 2000 and up to date developed the following directions in its activity:

Main implemented projects

I. Project “Regional Dialogue”
Development of national dialogue on most actual and pressing issues of Tajik society.
II. Economic Development Committees
The main goal of the project is development and strengthening of peace and democratic processes in the country through socio economic development at the community level.
III. Civil forums
The main goal of the project during the implementation period of 2000-2003 was bridging the existing gap between ordinary people and policy through public discussion of the most important and pressing issues of the society.
IV. Project on introduction of educational subject “Conflict Resolution” in higher education system of the country.
The main goal of the project is introduction of educational subject of conflict resolution in 8 main Tajik high universities, as well as development and publication of specialized text books and manuals for teaching of this subject.

V. Research projects
research on development of multi-party system in the Republic of Tajikistan (2005). In 2006 according to the request of several non government organizations experts of public committee developed “Guidelines for mediators facilitators on conflict resolution”.
Main ongoing and planned projects - VI. Media and human rights
In this direction, public committee is implementing a project to create information and analytic web site “Civil Society – Third Sector”. The goal of the project is to create a specialized internet  edition, devoted to the problems and needs of third sector and civil society in the country and abroad. From other side, web site is intended for a wide audience, covering various issues and questions on political science, geopolitics, culture, sociology, economy and etc.
VII. Microfinance activities
Economic Development Committees under the framework of the project developed a series of projects to support small business in the fields through granting of micro credit to the population. The public committee for this purpose officially registered micro finance institution “Dastyor”, that in future will take all the responsibility in project implementation on this area.

Brief description of the organization

NGO Society and Law is working since 2001 on ­­dissemination of legal information, awareness raising on legal issues and science to improve legal culture and consciousness of citizens of the Republic of Tajikistan, foreign nationals and stateless persons, living in the territory of the Republic of Tajikistan, expertise and support of the new legislation, promotion of human rights, including refugees, labor migrants, women, children NGOs and also provision of legal consultation and protection. Brief description of the organization

Center is working since 2002 and registered as Republican organization in 2005. The organization was re-registered at the end 2007 in accordance with the Legislation of the Republic of Tajikistan. The target group of the Center is local NGOs, local communities and refugees.  Center is link between local NGOs where they receive a variety of services directly in the center or through other local partners who work with the Center.

Brief description of the organization

The Association is non government, voluntary, self governing organization established at the results of free intention of persons (as physical as well as legal persons), united for the joint implementation of legal rights, freedom and interests of mass media. The association is registered in the Ministry of Justice of the Republic of Tajikistan on 28 September 1999 (certificate No. 26).

Currently, Association has three Legal Support Centers for mass media and journalists in Dushanbe, Khujand and Kurgan Tyube cities. In the regions of the republic successfully operate two branches in administrative centers of Soghd Oblast (Khujand city) and Khatlon Oblast (Kurgan Tyube city) and also representation in Kulyab city.

The function of the Association is protection of rights, representation of interests of member organizations in government authorities, as well as coordination of the activities of independent mass media on establishment and dissemination of television, radi programs and printing materials in the territory of Tajikistan.

Brief description of the organization

The League cooperates with many international organizations and implements projects based on the competition focused to protect women rights, promote women interests, raising of legal awareness and etc.

Uniqueness of the League is that it is the only public women organization in the Republic of Tajikistan that contributes to the prestige of women lawyers and provides judicial training among youth.

7 Legal Centers of the League are working in big cities and districts to provide free legal assistance to poor population and women, who faced violence, both in court and pre-trial proceedings.

Annually League publishes brochures, booklets, posters explaining rights and duties of women, form of struggle with any kind of violence and other publications on legal issues for the population.

For the inputs for the democratization of the society and protection of human rights League of Women Lawyers was awarded Diploma of the European Commission on Human Rights in 2005.

 

Mission of the organization

League was established in order to increase legal awareness of citizens of the Republic of Tajikistan; protect  civil, social, economic and cultural rights of women in Tajikistan, provide gender equality, improve women-lawyers's status in society, assist in the preparation of legal education of young girls and provide legal assistance to the poor .

Main implemented projects

  • Materials of the International Conference “Woman Role in democratization of the society in Central Asian Countries” (2002). Materials for 2 International Conference on death penalty issues. Materials for International Conference “Problems of Labor Migrants”. Report on sociological research “on using of unlawful methods during interrogation.
  • The League established 16 Legal Centers in major cities and areas, to provide free legal assistance to the poor and women subjected to violence, both in court and pre-trial proceedings. League actively involved in Crisis Centers works in Dushanbe and Kurgan-Tyube.
  • Draft amendments to the Criminal Procedure Code. Prepared a draft Law “On social and legal protection from domestic violence. Prepared comments on Family Code.

Main ongoing projects Up to the date the League provides the following activities:

  • Provides hotlines to provide legal and psychological assistance to the population.
  • Provides free consultation of the lawyer.
  • Provide free legal consultation and assistance in the forms not prohibited by the Law of the Republic of Tajikistan to women, including women with many children, widows, single mothers and etc.
  • Accompanies victims during the investigation and in court.
  • Conducts independent expertise of legislation related to women’s rights.
  • Conducts thematic seminars in all the districts of the republic directed to awareness raising of population on legal issues.
  • Develops and disseminates thematic brochures on protection of women rights.
  • Conducts awareness raising work on children’s rights in Dushanbe and other cities and districts of the Republic.
  • Provide legal assistance to ex prisoners.

League of Women Lawyers of the Republic of Tajikistan intends to continue its intended course of development, as well as to continue the following activities in 2008 :

  • Awareness Raising on legal and family affairs issues among women
  • Human Rights Protection Foundation
  • Women and entrepreneurship
  • Protection of children rights
  • Conduct a survey among victims of domestic violence and continue the activities of Crisis Centers. Study and consolidation of judicial practice on criminal cases involving violence against women.
  • Promote adaptation of persons released from prisons and sentenced to long prison terms.
  • Establishment of Crisis Centers for vulnerable population in order to provide legal, psychological and other real assistance for illegally detained, arrested by law enforcement agencies.
  • Providing legal and humanitarian assistance to old people and ethnic minorities.
  • Assisting in implementing international standards on torture prevention.

Currently, the League Women Lawyers of the Republic of Tajikistan carries out the function of the lawyers of the Presidium of Bar Association and lawyers-attorneys. The League intends to conduct paid legal consultations started from January 2008 in order to further implement a project “Access to Justice and Judicial Reform in Tajikistan”. There would be free legal consultations provided for poor population by the lawyers of the League and also provision of free services to protect rights and interests in the courts of the republic.

Main implemented projects

Implemented a project in 2001 on “improving the Criminal Law of the country”, in which suggestions were introduced to humanize Criminal Code of the Republic of Tajikistan. Information was collected on the opinion of law enforcement officers of Sogd and Khatlon Oblasts and Dushanbe city. There were meetings of working group organized with representatives of State Duma of Russian Federation, Legal Faculty of the Moscow State University in Moscow. The working group consisted of Advisor to the President on legal issues, Deputy Chairman of Committee on Law and Human Rights of the Parliament of Tajikistan, and professor of legal faculty of the Tajik State National University.
